Zagreb City Assembly headed by then-Mayor V. Holjevca adopted in 1957. The decision to build the hall, and the tender is accepted preliminary design of a group of designers: Sean Häberle, Minke Jurkovic and Tanja Zdvořak.

Construction of the hall began in 1961. Along with authors and performers, then the merits of belonging to the City of Zagreb: V. Holjevca, president of the National Committee of the City of Zagreb, Ivo Vrhovec, president of the Zagreb City Assembly, Stipe Milanovic, president of the Committee for the construction of the hall, Ivo Vuljević, the first director of the hall and many other prominent figures of the cultural and public life in the city. The hall is named after Vatroslav Lisinski, composer of the first Croatian opera Love and Malice.

Although the 26th December 1973. in the hall held a free children's event, officially opening lasted two days, 29 and 30 December 1973. Under the name Zagreb Zagreb audience free artists have performed all the performers by introducing a variety of programs and classical music led by our most distinguished ensembles and soloists.

Since then, 29 December marks the day hall and on this day every year all day in spaces Hall held various programs (concerts, exhibitions, film screenings).
