Citizens of EU, Switzerland, Australia, North and South America and many other countries are allowed to enter Croatia without a visa. You can find at the Ministry of Foreign Affairs on the site www.mvp.hr. Anyone who needs a visa must obtain prior to entering the country. You can not do this at any Croatian land border.
